F4 (Freeze settlement size on Steam) doesn't seem to work

Not sure if im doing something wrong, but i have tried Admin mode etc, tried going back to 27th mod, same thing
everythign else works besides settlment, i even turned off freeze settlment size, reduce enough so i can build again, enabled and it still fills up.

Besides the random crash if youre using Super speed, everything else is great
